INTEGRATED WASTE TO ENERGY FACILITIES






     North Delhi Mayor, Mr. Jai Prakash in a press conference informed that North DMC today signed a Memorandum of Understanding on development of Integrated Waste to Energy Facilities at any suitable place in the jurisdiction of North DMC in the presence of Sh. Dharmendra Pradhan, Union Minister of Petroleum, Natural Gas and Steel; Sh. Anil Baijal, L.G. of Delhi ; Secy. Minister of Petroleum and Natural Gas GOI, Sh. Tarun Kapoor; Mayor of North Delhi, Sh. Jai Prakash; Municipal Commissioner, Sh. Gyanesh Bharti; Chairman IOCL, Sh. Srikant Madhav Vaidya at office of Indian Oil Corporation at Scope complex, Lodhi Road. The dignitaries joined the signing of MOU over video conference. Mayor was accompanied by Chairman Standing Committee, Mr. Chhail Bihari Goswami; Leader of the House, Mr. Yogesh Verma, Dy. Chairman Standing Committee, Mr. Vijendra Yadav and Chairman DEMS Committee, Mr. Surjeet Thakur.

Mayor of North Delhi, Mr. Jai Prakash informed that North DMC in an important decision has arrived at the juncture of developing an integrated Waste to Energy facilities to dispose of 2200 M.T. of MSW collected from City –Sadar Paharganj, Karol Bagh and Narela zones presently dumped at Bhalaswa Landfill site without processing / treatment by signing of this MOU with Indian Oil Corporation. He said that as MOU would be signed between North DMC and IOCL. Now, it would initiate the development of integrated Waste to Energy facilities and the objective of the installation of such facility is to process Municipal Solid Waste by segregating as Organic Waste and Refuse Derived Fuel (RDF) to produce Compressed Bio Gas (CBG) and to produce plastic or syngas and its downstream products at Bhalaswa SLF or any other suitable municipal site as mutually agreed.

Mr. Jai Prakash informed that the role of Indian Oil would be to (1) facilitate in identification of technology partner; (2) off –take of the products produced at the plant which may include CBG, plastics, ethanol, electricity, synthetic methane, hydrogen etc.; (3)selection and appointment of concessionaire through open , transparent and competitive bidding process. The role of concessionaire would be to develop land for setting a plant providing technology, arranging finance for implementation of the plant and its operation & maintenance. The concessionaire would also pay to North DMC an amount per tonne of MSW supplied. However, North DMC will provide (1) a suitable land as per techno commercial feasibility studies free of cost to Indian Oil for setting up of a plant; (2) provide MSW of requisite quantity and quality as per technology & design of plant; (3) facilitate in obtaining grants available for Waste to Energy plant.

Mr. Jai Prakash said that by installation of this integrated Waste to engery facilities North DMC would be able to dispose and process the whole of garbage collected under its jurisdiction as another Waste Processing facility situated at Narela-Bawana disposes 2300 M.T. of MSW collected daily scientificaly as per SWM rules 2016 from Keshavpuram, Civil Lines and Rohini zones. He said this is an important development in the field of SWM and to keep the city free from accumulation of garbage. It is an eco-friendly project.
